Drift fishing on the White River

Is it possible to drift fish with a spinning reel on the White River? A few anglers I met were talking about drift fishing and I got the idea that it’s basically replicating fly fishing but with a spinning reel? They told me they were using glowballs or something, these cotton ball looking things. Does anyone know what they are, how they used, or rigged? Any weights? I’d be fishing for trout or even possibly catfish.They also used the phrase ‘bouncing roe’ (off the bottom) If you have experience drift fishing for blue cats then i’d sure like to hear about how to do that too.
